City seeks resident feedback regarding the use of Federal Grants
Each year, the City of La Habra receives federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). CDBG funds may be used for a wide variety of housing, community, and economic development activities.
In order to continue receiving CDBG funds, the City of La Habra must prepare a five-year Consolidated Plan document that assesses community needs and outlines strategies to address those needs during program years 2020-2024.
To accurately determine community needs and to inform local strategies, the City is asking La Habra residents to provide their input by completing a resident survey for the CDBG program and/or by attending a community meeting. To complete the survey, visit: http://bit.ly/LaHabraResident

El Ayuntamiento de la ciudad busca comentarios de los residentes sobre el uso de Subsidios Federales
Cada año, el Ayuntamiento de la Ciudad de La Habra recibe fondos federales de Subsidios Globales para el Desarrollo Comunitario (CDBG) del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD). Los fondos de CDBG pueden ser utilizados para una amplia variedad de actividades de vivienda, comunidad y desarrollo económico.

CDBG Application Process
The public and interested agencies are invited to submit written proposals for the implementation of programs that comply with Federal regulations relative to the Housing and Community Development Act of 1974, as amended that meet one of the three National Objectives:
- To benefit very low, low, and moderate-income persons in La Habra
- To aid in the prevention or elimination of slum and/or blight
- To meet community development needs having a particular urgency (i.e. health and safety issues, natural disasters)
It is the mission of the City to use resources to assist with businesses, job development, and the provision of safe, affordable housing. In short, we will do our part to maintain La Habra as a community its residents are proud to call "home". The City has identified five main goals:
- Provide decent affordable housing
- Maintain and promote neighborhood preservation
- Support special needs programs and services
- Construct or upgrade public facilities and infrastructure
- Economic Development.

A public hearing to review and receive public input on the proposals will be held before the Community Services Commission on January 8, 2020 in the Council Chambers. Funding recommendations of the Community Services Commission will be forwarded to the City Council for final approval. All interested agencies are invited to attend the public hearing.
The History and Purpose of Community Development Block Grant Funding (CDBG)
The Community Development Block Grant (CDBG) Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons.
The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds for the City's community development and housing programs. As an eligible City, as defined by HUD, the City of La Habra receives funds annually to carry out CDBG eligible activities. The City directs these funds to housing, economic development, public facilities, and public service projects designed to meet the needs of very low and low income persons.
The Community Development Block Grant (CDBG) program was enacted in 1974 by President Gerald Ford through the Housing and Community Development Act of 1974 and took effect in January 1975.
About the Program
The City of La Habra receives Community Development Block Grant funds each year from the U.S. Department of Housing and Urban Development (HUD). The housing section administers the federal Community Development Block Grant (CDBG) Program, including:
- Coordination of City and neighborhood council 1-year funding priorities
- Design, bid, award, and construction of neighborhood public infrastructure improvements
- Preparation and submittal of all required federal reports
- Preparation and monitoring of sub recipient agreements
The section is charged with increasing and preserving the community's supply of affordable low and moderate income housing to comply with state and federal requirements. This goal is addressed by providing rehabilitation loans to existing low / moderate income owner-occupants of single-family residences and mobile homes. Further, the funds assist the city in CDBG eligible areas with public infrastructure improvements.

Citizen Participation Committee to Set CDBG Priority Needs
A Public Hearing will be held before the Community Services Commission to establish the 5-year Consolidated Plan Priority Needs as well as the 2020-2021 Annual Action Plan Priority Needs at its Commission Meeting scheduled for December 11, 2019 at 6:30 pm. The Public Hearing will be held in the Council Chambers located at 100 E. La Habra Blvd., La Habra, CA 90631
