Street Sweeping Enforcement Program and Schedule
On January 3, 2005, the City Council approved a citywide street sweeping parking enforcement program for residential areas. The intent of the program is to clean the streets of La Habra more efficiently, while keeping the City compliant with provisions of the Federal Clean Water Act. Debris must be removed, not only for community aesthetics, but also to aid in the City’s compliance with the National Pollutant Discharge Elimination System (NPDES) requirements. These requirements regulate water pollution, especially pollution that enters the ocean through storm drains.
Vehicles that are parked along the curb disrupt the street sweeper’s ability to clean the streets, often in an area greater in length than the car itself. These parked vehicles do not allow the sweeper to adequate clean the debris that is in the gutter.
In July, 2005, street sweeping enforcement signs were placed throughout the City. In September, 2005, Central Parking System, Inc. began issuing parking tickets to vehicles blocking the path of the sweeper.
Important facts to remember:
- Parking enforcement of the street sweeping regulation will not occur for vehicles that are parked after the street sweeper has passed.
- An overnight parking permit does not exempt you from the street sweeping or other parking regulations.
- A citation will be issued for each occurrence.
- Remember to notify your guests about parking restrictions.

Holiday Schedule
Street sweeping holidays are based upon the trash collection holidays in La Habra. Street sweeping is scheduled for the day following the trash collection day. Street Sweeping and Street Sweeping Enforcement will not occur on the following holidays of the year:
· Independence Day - July 4, 2012
· Labor Day - September 3, 2012
· Thanksgiving Day - November 22, 2012
· Christmas Day - December 25, 2012
· New Year's Day - January 1, 2013
If your regular street sweeping day falls on one of the upcoming holidays, sweeping services for that day and the remainder of the week will be delayed by one day. The Monday following the holiday, services will return to a normal schedule. Parking enforcement and ticketing will not be in effect for the entire week of the holiday.
